Minutes from Council AGM on May 13th 2024 7pm at Butlers Pantry

Present: Councillors – Helen Leone(Chair), Barry Rooks(Parish Clerk), Jill Martin, Mark Stephenson, Kevin Martin.

 

  1. Council appointments.

 

1.1 Resignation and Election of Chair and Vice-Chair. 

 

1.2  New Chair and Vice-Chair signed declarations 

(Once the Chair is elected as the first item on the agenda at that annual meeting, they must sign another declaration of acceptance of office form as the Chair) Cllr Leone re-elected as Chair and Cllr J. Martin re-elected as Vice-Chair.

 

 

1.3 Council appointments.

Councillors to sign the Declaration of Acceptance of Office.

(All councillors must sign their declaration of acceptance of office prior to the first (annual) meeting taking place) All councillors present signed acceptance forms.

 

 

2. There will be a 15-minute, public forum should any members of the public wish to ask questions or make short statements to the Council. For any other comments please refer these to Barry Rooks using the contact details above for future discussion by the council. None present.


 

3. Apologies. Emma Bailey. Accepted by Council

 

4. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting. None received.

 

5. To approve the Minutes of the Meeting held on 15th Apr 2024. Approved.


 

6.1  Appointment of Councillors (3no.) to Personnel Committee. Cllrs Stephenson, Bailey & K Martin appointed.

 

6.2 Other appointments/leads for specific Council business; 

Butler’s Pantry maintenance.

Lea Park maintenance/Tree Management Plan. 

Planning. Cllr Leone appointed

Parish engagement/communication. Cllr J Martin appointed.

Play park. 

Defibrillator maintenance. Cllr Mark Stephenson appointed.

 

Cllr Kevin Martin appointed to Lea Park maintenance (to include Butlers Pantry and Play park).

Council accepted reports and consolidation of income and expenditure.

7.3 Asset Register Cllr Leone

Council agreed insurance levels and provider for the next year. Cllr Leone to update asset register

 

8. Annual Parish Meeting.

  • Future projects. Council agreed to share potential ideas for residents to consider. Forms will be provided for all to complete with any other ideas or comments. 

 

9. Review of Policies:

Social Media.

People Policy.

Data Protection Policy.

Expenses Policy.

Environmental Policy.

Finance Policy 

Cllr Leone to update and send to the Council for approval and to include Code of Conduct.  Cllr Stephenson attending WLDC Code of Conduct session on July 11th. 

 

10. Tennis club meeting. Cllr Leone. Meeting on 14th May to discuss a new lease.

 

11. Correspondence: Highways re: handrail. Cllr Leone to investigate width restrictions. Council agreed that a handrail was needed for residents and that width issues were not a concern. Disabled access at Lea Park to be discussed at the Annual Parish Meeting on 20th May.
