Meeting notes A83: Apr 13th 2026, 6.30pm at Butlers Pantry

Present: Councillors – Helen Leone(Chair), Jill Martin(Vice-Chair), Barry Rooks(Parish Clerk), Mark Stephenson, Ollie Stephenson, Diane Beck. 

1. Apologies.  Cllr Bailey. Accepted by council.

 

2. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting. Cllrs Beck and M Stephenson declared that they both sit on the Lea Village Hall committee.

 

3. Previous Minutes.

3.1 To approve as a correct record the notes of the meeting held on 19th January 2026 and for the Chair to sign these as official minutes. Approved with no amendments.

3.2 Review action points. Action points reviewed and progress noted.

Council accepted reports and consolidation of income and expenditure.

 

4.2 Approve appointment of internal auditor. Council approved appointment of Dave Harford.

4.3 Year end consolidation figures - for acceptance by Council. Council approved end of year consolidation figures.

4.4 Council to approve regular payments. Ian Moore, clerk wages, transfers to reserves, utilities. Council approved clerk to make regular payments: Ian Moore, clerk wages, transfers to reserves, utilities, defib fees, accountancy fees, LALC subscription, various building checks on Butlers Pantry.

 

Council expressed it thanks to the Clerk. 

 

5. Lea Park & Butlers Pantry

5.1 Play park maintenance including bench and gate repairs. Cllr Leone. Clerk to contact local resident regarding repair. Cllr O Stephenson to contact Acis regarding damage to fence.

5.2 Update on work contracted to Ian Moore. Clerk. Mound work to commence week beginning 20th April. Council approved two new signs for the woods regarding dogs on leads and clearing up after them. Clerk to arrange site visit regarding moles, siting of new ‘dogs on leads’ signs, grass areas to be cut in Rose Gardens, weed spraying, pavilion and entrance cutting schedule.

5.3 Tree work update. Clerk. Clerk has contacted contractors to requote. Clerk to confirm with Northern Power extent of tree cutting around power lines.

 

6. Lea Village

6.1 Friends of Lea Marshes/Lea Neighbourhood Plan. Cllr Martin. Council agreed £100 expenditure on land registry search. Awaiting waste and minerals plan.

6.2 Rose Gardens. Cllr Leone. Council agreed to cut amenity grass until the maintenance contract starts.

6.3.Gainsborough Cricket Club. Clerk/Cllr Leone. Clerk to draft letter to LRCC.

6.4 Portacabin in Lea Park. Cllr Martin. Prices received for removal - see 6.3.

6.5 Litter pick update. Cllr Bailey. Council thanked Cllr Bailey for litter picking and noted lack of Councillor and resident participation. Council to review the viability of future litter picks. 

 

7. Emergency planning. Cllr Leone. Sub group to meet to discuss.

 

8. AGM & APM. Step Fusion attending APM to give presentation.
