Meeting Notes A80 – Nov 3rd 2025

Meeting notes: Nov 3rd 2025 6.30pm at Butlers Pantry.

Present: Councillors – Helen Leone(Chair), Jill Martin(Vice-Chair), Barry Rooks(Parish Clerk), Mark Stephenson, Ollie Stephenson, Diane Beck, Emma Bailey. 

 

1. Apologies. All Cllrs present. Cllr Kevin Martin sent his apologies and tendered his resignation letter, effective immediately. The council are grateful for all his input into the council and life in the village and wish him well.

 

2. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting. None received.

 

3. To approve as a correct record the notes of the meeting held on 22nd September 2025 and for the Chair to sign these as official minutes. Approved with no amendments.

Council accepted reports and consolidation of income and expenditure. 

 

4.1 Set Precept Estimate for 2026/27: submission deadline 21st November. Clerk to submit expenses and precept estimates to WLDC. Final precept to be set at Jan 19th LPC meeting.

 

5. Policy review. Cllr Leone. Chair & Clerk to draft IT and Training & Development policies.

 

6. Tree maintenance plan 1 to 3 years. Feedback from meeting with Ian Moore. Cllr Leone. Clerk to contact Northern Grid regarding cables. Clerk to arrange another quote.

 

7. Solar Radar Speed signs. Feedback from meeting with Graeme from Lincs Road Safety Partnership.  Cllr Leone. Clerk to contact Elan City regarding dilapidation and  recycling end of life radar signs.

 

8. Parking at school time on Stainton Close. Cllr J Martin. Council discussed an issue  regarding an altercation between a resident and parent picking up their children. Suggestion that parents might be allocated land on Rose Gardens for parking cannot be progressed because it would require a dedicated road-crossing on Willingham Road.  LPC to continue to monitor the situation and support where possible.   

 

9. General updates:

  • Dog bin on Rectory Lane. Clerk to contact resident regarding alternative solution.

  • Friends of Lea Marshes - Cllr J Martin

Feedback from Lea Life Special Edition Newsletter delivered September 2025.  One parishioner contacted LPC by email to express opposition to quarry development.

 

Thank you to Emma Bailey for receiving a response from the question posed at Full Council, West Lindsey District Council where Council will continue to oppose the use of this site for minerals.

  

Thank you to everyone for continuing to monitor and provide useful leads.

 

  • Speed bump on Lea Park entrance road - Clerk. LCC requires more evidence to justify raising the speed bump. Despite the reduction, it still sits within the required height  tolerances. 

 

10. Lea Park works update & tasks arising:

  • Signs update and ‘dog on lead’ at access / egress points. Clerk to organise two signs.

  • Disabled access gate latch. Cllr O Stephenson to fit.

  • Re-pointing. Work going well, due to finish within the next month.

 

11. Possible review of Lea Neighbourhood Plan.  Feedback from meeting with Nev Brown, WLDC, Cllrs Leone, J Martin and M Stephenson. Cllr M Stephenson to research historical data to inform future updated Lea neighbourhood plan. FOLM to discuss taking a lead in any new plan. 

 

12. Feedback on meeting with the contractor regarding possible solution to exposed concrete in the play park. Cllrs O Stephenson, J Martin and H Leone. Clerk to arrange meeting with contractor.
