Meeting notes Sept 22nd 2025 6.30pm at Butlers Pantry
Present: Councillors – Helen Leone(Chair), Jill Martin(Vice-Chair), Barry Rooks(Parish Clerk), Mark Stephenson, Kevin Martin, Ollie Stephenson, Diane Beck, Emma Bailey.
1. Apologies. All Cllrs present.
2. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation. Members may make any declarations at this point but may also make them at any point during the meeting. None received.
3. To approve as a correct record the notes of the meeting held on 18th August 2025 and for the Chair to sign these as official minutes. Approved with one amendment to point 5, summary of discussion on sand and gravel quarry.
The Chair thanked Cllr J Martin for her support during her recent absence.

Council accepted reports and consolidation of income and expenditure. Clerk to arrange meeting with TSB to add Cllr J Martin to the signatories and remove previous councillors.
4.1 External Audit Report. Council accepted final report. Clerk to publish on Lea Parish website. Council resolved to charge £12 for a set of financial documents.
5. Policy review. Cllr Leone. Council agreed proposed changes to the advertising policy. The updated policy is available to view on the parish website alongside the councils other policies. Contact LALC regarding standard complaints policies. Council to work on Health & Safety policy.
6. Solar Radar Speed signs. Council discussed quotes regarding installation. Number and location still to be decided. Clerk to contact Lincolnshire Road Safety Partnership to arrange a site visit. Clerk to discuss with our insurers.
7. General updates:

Dog bin on Rectory Lane. Clerk to contact WLDC regarding potential dog bin on Anderson Way at entrance to path linking to Rectory Lane.

Friends of Lea Marshes - Cllr J Martin. Dedicated Lea Life being drafted. Distribution expected early October 2025. Terms of Reference under review for final draft. Minutes of Meeting 26/08/205 under review for final draft.
Cllr E Bailey awaiting further feedback regarding Girton Quarry.
Cllr H Leone meeting Nev Brown 06/10/2025 to discuss Lea Neighbourhood Plan.

Speed bump on Lea Park entrance road - Clerk. Clerk to chase response to enquiry made.
8. Lea Park works update:

Signs, re-pointing, contractor meeting update. Clerk to obtain quotes for urgent tree work in Lea Park. Clerk to arrange with grass contractor regarding smaller additional works in the park. Grass contractor to use new machine to complete cutting of all grassed areas. Obtain repointing work and bin relocation update. Cllr Leone to contact volunteers regarding completing ivy cutting sessions.
