Minutes Aug 18th 2025 6.30pm at Butlers Pantry

Present: Councillors – Helen Leone(Chair), Jill Martin(Vice-Chair), Barry Rooks(Parish Clerk), Mark Stephenson, Kevin Martin, Ollie Stephenson, Diane Beck, Emma Bailey. The meeting was chaired by Cllr Jill Martin.

1. Apologies. All Cllrs present.

 

2. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting. None received. Chair of Friends of Lea Marshes, Karen Wickenden, present for discussion on quarry application.

 

3. To approve as a correct record the notes of the meeting held on 23rd June 2025 and for the Chair to sign these as official minutes. Approved with no amendments.

  Council accepted reports and consolidation of income and expenditure. 


 

5. Sand & Gravel Quarry

  • Review and approval of Terms of Reference and Material Considerations (Jill Martin). LPC to review and feedback. Majority views of Lea residents still to be sought. No further feedback on circulated Material Considerations.

  • Ring-fence of budget / dedicated Lea Life to ensure parishioners support opposition (Jill Martin). LPC to provide financial support upon request, subject to LPC agreement.   

  • Response from Central Lincolnshire Joint Planning Team regarding preferred options on the Lincolnshire Waste & Minerals Plan (Jill Martin). Currently with CH to draft a cover email before it is circulated to the wider audience.

  • Updating Neighbourhood Plan (Jill Martin). Cllr Leone to contact Nev Brown. 

  • Outcome of Full West Lindsey District Council Meeting 7th July 2025 (Emma Bailey). Response expected after next full council meeting on 8th October 2025.

 

6. Dog poo bin Rectory Lane (Barry Rooks). Clerk to contact WLDC regarding private road / public highway / emptying bin.

 

7. Speed bump and speed limit at Lea Park (Barry Rooks). Clerk to contact highways to ask if bump can be raised. 

 

8. Free defibrillator training (Emma Bailey). Cllr M Stephenson to gather information: training providers, costs, availability. Cllr Bailey to assess demand for training. Clerk advised that the outer casing of the defibrillator is being replaced during routine inspection / maintenance. 

 

9. Lea Park 

  • Quotation: pond and village signage, bench repair, fencing, slide steps, move notice boards. Cllrs Leone and O Stephenson to obtain quotes and arrange site visits.

  • Moving bin. Clerk to chase contractor to action.

  • Bench installations. Disabled access bench installed, awaiting date for second bench near new swings.

  • Re-pointing Butler’s Pantry. Work in progress.

  • Orchard and entrance grass cutting. Clerk to arrange meeting with Ian Moore to scrutinise scope of works and fine-tune orchard cutting. Also include quote to cut the grass verge along the A156 between Knaith and Lea

  • Tree survey. Emailed to all councillors 18/08/2025. No urgent action required.

  • Hole at fallen tree. Cllr J Martin used vegetative debris to fill the hole.

  • PlayQuest see-saw repair. Agreed to await outcome of next playground survey, Nov 2025.

  • Tennis club lease. To be signed on 28.8.25

 

Correspondence: request for bike jumps. Insurers advise that installation has to be professionally commissioned. Clerk to obtain estimates.

Correspondence: letter regarding speeding through the village. Initial quote received for 2 solar powered radar cameras. Clerk to investigate further and ascertain additional costs including installation. Clerk to draft letter from LPC to urge for more rural police funding. 

Correspondence: Friends of Lea School bonfire / fireworks at Lea Park. The renewed insurance policy is tighter on the protocols surrounding public firework displays. An alternative venue has been secured. Insurance policy requires Christmas lights to be professionally installed.

 

10. Update on policy and governance reviews (deferred until September 2025 meeting). Work in progress, update at next meeting. Clerk and Chair to review.
