Meeting notes from Council Meeting on June 23rd 2025 6.30pm at Butlers Pantry
Present: Councillors – Jill Martin(Vice-Chair), Barry Rooks(Parish Clerk), Mark Stephenson, Kevin Martin, Ollie Stephenson, Diane Beck. Emma Bailey present from point 8 onwards.

1. Apologies. Cllr H Leone. Accepted by Council.
2. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation. Members may make any declarations at this point but may also make them at any point during the meeting. None received. Chair of Friends of Lea Marshes, Karen Wickenden, present for discussion on quarry application.
3. To approve as a correct record the notes of the meeting held on 12th May 2025 and for the Chair to sign these as official minutes. Approved.

Council accepted reports and consolidation of income and expenditure.
4.2 AGAR to be accepted, approved and signed, ready for submission. Council approved AGAR, Vice Chair signed. Clerk to submit to PKF Litteljohn and post on the council website prior to July 1st.
5. Review of Annual Parish Meeting.

next steps regarding quarry application. Council agreed to the formation of Friends of Lea Marshes (FOLM). Proposal for dedicated Lea Life edition for residents to express their opinions. FOLM to provide terms of reference for the group. Financial support from the council to be considered following review of resident responses from Lea Life edition.

speed bump and speed limit at Lea Park. Clerk to contact Highways to discuss reduced speed limit on approach road to Lea Park and increase in height of speed bump.

football field. This has been left uncut due to the high cost of dealing with the moles. Council to review its condition over the season. Wildflowers to be considered.

suggestion for a Racket Court. The cost is too high for the council. Idea to be passed to the Tennis Club.
6. Update on policy and governance reviews. Review deferred until Sept 2025.
7. Building work around BP update.

Pointing. Booked for 19th July 2025.

picnic bench.Council agreed to order 2 picnic benches, one for the new concrete base including disabled accessibility and one for the new swings area.
8. Future projects and Lea Park. Progress reports - All councillors.

pond signage. Cllrs to install new sign and repair old sign.

warning sign for hole by fallen tree. Cllr J Martin to fill the hole with vegetation.

bench repair. Wood supplied by parishioner, Cllr K Martin to action.

town sign. Cllr H Leone to contact supplier, Cllr K Martin has purchased new lettering.

dog bin - Rectory Lane. Clerk to contact WLDC regarding the possibility of a dog bin further up Rectory Lane and/or a black bin.

litter pick. Next litter pick booked for Sat 28th Feb 2026. Clerk to contact Highways regarding clearance of path leading from Lea to the crematorium.
9. Lea Park:
9.1 Orchard grass cutting plan. Cllr H Leone to contact Ian Moore.
9.2 Tree survey. Steve Vessey to confirm date of tree survey.
9.3 Entrance area. Cllr H Leone to contact Ian Moore.
Correspondence: request for bike jumps. Clerk to respond to resident and consult insurance company. Invite resident for on site discussion with the council.
Correspondence: letter regarding speeding through the village. Clerk to contact ElanCity for costings for digital speed signs.
Correspondence: PlayQuest remedial action to seesaw. Clerk to examine warranties and advise Cllr J Martin. Correspondence continuing with Playquest.
