Meeting notes from the council meeting on April 14th 2025, 6.30pm at Butlers Pantry.
Present: Councillors – Helen Leone (Chair), Jill Martin (Vice Chair), Barry Rooks(Parish Clerk), Mark Stephenson, Paul Beck, Diane Beck, Emma Bailey, Kevin Martin.
. Apologies. Received from Cllr S Leone and Cllr O Stephenson. Accepted by council.
2. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation. Members may make any declarations at this point but may also make them at any point during the meeting. None received. Parish resident Mr Barton attended the meeting to further discuss, update the council and answer questions on his concerns about increased flooding issues from the Trent onto his land between the river and Lea, on the A156 and into the village. Potential longer term ground works to mitigate flooding and protect the village were further discussed.
3. To approve as a correct record the notes of the meeting held on 24th February 2025 and for the Chair to sign these as official minutes. Approved with one amendment to point 2. ‘Appeal has been lodged’ should read ‘further information has been submitted’

4.1 Approve appointment of internal auditor. Council approved appointment of internal auditor.
4.2 Monthly report, year end consolidation figures - for acceptance by Council. Council accepted reports, consolidation of income and expenditure and year end accounts. Clerk to investigate change of supplier for electricity.
4.3 Council to approve regular payments: Ian Moore, clerk wages, transfers to reserves, utilities. Council approved clerk to make these regular payments alongside defib fees, accountancy fees, various building checks on Butlers Pantry.
5. Building work around BP update:
5.1. Repointing - review quotes. Clerk. Council approved quote, Cllr H Leone to appoint.
5.2. Extra fencing and pathway. Council approved quote - work to commence 18.4.25
5.3. Drainage work, decide on size of picnic table base. Work commences 22.4.25, council agreed base size of 3m by 3m. Clerk to order disabled access picnic bench.
5.4 Water heaters quote. Council agreed to quote - clerk to appoint contractor.
5.5 Installation of new toilet. Clerk to request quote.
6. Future projects. Progress reports - All councillors.
6.1 Fencing repairs incl. behind the portacabin.
6.2 Play park repairs.
6.3 Lea Park tasks including new sign + old pond sign, portacabin clear up.
6.4 Village tasks.
All above tasks are now listed on the working document. Cllr H Leone to contact volunteers group and organise working parties to complete tasks.Two benches also to be repainted.
6.5 Litter pick. Sat 7th June, 10-12pm. All welcome. Meet at Butlers Pantry, Lea Park
6.6 Over 12 provision Swings Quotation. Council agreed quote, Cllr J Martin to place order.
6.7 Review quotes for basketball/football end wall. For consideration in the future. Quotes to be held on file.
7. Planning for AGM and APM. APM agenda to conclude discussions on potential new equipment and plans for Lea Park including further activity equipment, wild grass area, dog run.
8. Parking: The Grove, Lea. Chair to email school.
9. Lea Park:
9.1 Orchard grass cutting plan. Council to meet with resident and contractor to discuss further.
9.2 Dog run. For discussion with residents at the annual parish meeting.
9.3 Wood chip - tree survey. Clerk to obtain quotes for full tree survey.
10. Unfinished homes and works at Rose Gardens.
10.1 Joining footpath. No further updates at this time.
10.2 Noticeboard on new estate. Clerk to speak to Highways regarding the procedure for a noticeboard on roadside land.
11. School evacuation plan request. Clerk to contact school with response.
12. Tennis Club lease. Council and LTC have agreed to the terms of the new lease. Lease to be signed by both parties in due course.
13. Update on minerals quarry. Discussed under point 2. Views of residents to be sought at Annual Parish Meeting on 19th May.
