Minutes from council meeting on June 24th 2024 7pm at Butlers Pantry
Present: Councillors – Helen Leone(Chair), Barry Rooks(Parish Clerk), Jill Martin, Mark Stephenson, Kevin Martin.
1. Apologies. Cllr Bailey - accepted by council.
Members from the Rotary Club and Lea Tennis Club were present.
Rotary Club: presented a proposal to return the firework display to Lea Park. Council to discuss and decide at the next meeting.
Tennis Club: request to extend lease which is due for renewal in 2025. Council to review and make a decision at the next meeting.
2. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation. Members may make any declarations at this point but may also make them at any point during the meeting.None received.
3. To approve the Minutes of the Meeting held on 13th May 2024. Approved with no amendments.
4. Planning application 148330 LOCATION: Priory Farm Cottage Gainsborough Road Lea Gainsborough DN21 5JB PROPOSAL: Request for a screening opinion under Section 37 of the Electricity Act 1989 to install or keep installed an electric line above ground - ENQ23120358 for two 138kVA services to be provided at the address above. To provide the service an additional span of high voltage overhead line will need to be upgraded following recent planning approval for 17 spans of upgrade.

Council accepted reports, consolidation of income and expenditure.
5.2 AGAR/accounts to be accepted and approved by Council June 24th.
Council agreed and signed AGAR. Clerk to submit to external auditor before 1st July.
5.3 Asset Register. Cllr Leone. Council agreed insured figure and signed. Clerk to confirm cover with insurer.
6. Annual Parish Meeting.
6.1 Council to review requests from Annual Village Meeting 2023.
6.2 Council to review requests from Annual Village Meeting 2024.
Council reviewed requests and provisionally agreed on a list of projects that Council could be involved in. Designated councillors to obtain more information before further discussion and the creation of a 2 year plan. List to be updated and summary to go in Lea Life.
7. Future projects.
7.1 Discuss future project ideas put forward by residents and council. As above, details of agreed expenditure to be provided.
8. Tennis club meeting. Cllr Leone. Council to review the current lease and decide upon terms and conditions for renewal at the next meeting.
9. New Councillor applications. Personnel committee. Diane Beck and Paul Beck applications received and accepted. Both to attend the next council meeting with a view to being formally accepted onto the council.
10 Approval of reviewed policies. Cllr Leone. Policies agreed and accepted by the council. Updates to be placed on the website.
Grass cutting: the council discussed the ongoing complaints about the state of the grass in the village. The extreme weather conditions that have continued up until recently have caused problems for contractors countywide. The grass is growing quicker than usual and contractors are struggling to keep up. The grass in the village is cut every month and this has not changed. The issue is the grass has been growing quicker than usual. We are in regular contact with the contractors, who are due to come in the next few days. The council accepted Tivoli’s explanation.

11. Cricket club. Clerk to email regarding removal of old pavilion.
