Minutes from council meeting on Oct 2nd 2023 6.30pm at Butlers Pantry

Present: Councillors – Fiona Anderson(Chair), Barry Rooks(Parish Clerk), Jill Martin, Mark Stephenson, Emma Bailey.

 

1. Apologies. Helen Leone, Paul Warner. Accepted by council.

 

2. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting. Cllr Bailey declared an interest as she sits in the WLDC planning committee.

 

3. To approve the Minutes of the Meeting held on 2nd Aug 2023. Council approved.

 

4. Planning.

4.1 Application Number 147258: Keepers Cottage

APPLICATION REFERENCE NO:147258 PROPOSAL:Planning application for single storey side extension         

LOCATION:Keepers Cottage Willingham Road Lea Gainsborough DN21 5EN

Lea Parish Council has the following comment to make regarding this proposal. There is no information on the submitted plans to ensure that foul and surface drainage is adequate to cope with any increase as according to the following policy; Lea Neighbourhood Plan Policy 4 Design and Development sustainable urban drainage should be incorporated into the design of the schemes and it must not cause any surface or foul water problems to existing properties;

Additional applications:

Application 147329 103 Gainsborough Road: no comment.

Application 147216 Priory Farm: no response required.

 

5. Lea Festival 2023 feedback and report. Cllr J. Martin & Clerk. The council would like to thank Cllr Jill Martin for all her hard work in heading up the organising for Lea Festival. A fantastic event was reported by all. Thanks also to the organising team and the small army of volunteers. The event made a small surplus @ £200, which will be put aside for any future events.

Council accepted reports, consolidation and end of year figures.

7. Lea Park.

7.1 Play Park update. Review finances. Council agreed to move money from the CIL account to cover any shortfall on the play park spending.Council agreed to inspection report for new play area. No firm decision made on how best to spend the remaining money from Louis' fundraising or the donation from the previous Lea Youth Club, except that they should be spent on separate items.

7.2 Security lights for play area. Cllr Warner to obtain quotes for solar lighting at either end of the new path through the play park.

7.3 Flooding issues at Butler’s Pantry. Review quotes. To discuss  further at next meeting in conjunction with other changes to the entrance to the park. Plans for re-configuring the fencing were considered. Potential FCC application?

 

In addition: Permission received from L&RCC to hold the school cross country run in the park. Organisers to provide their own toilet due to blockages to Butlers Pantry toilet last year.

 

8. Bearded Fisherman update. Cllr Stephenson updated on their work in Gainsborough and plans to expand their young people’s work.

 

9. Rippon Homes/Rose Gardens update. Cllr Bailey updated on progress regarding drainage issues. Discussions are ongoing to reach a solution. Local MP, Sir Edward Leigh, has been asked for assistance.

 

10. Purchase of speed indicator signs. Discussion deferred until next meeting.
