Minutes from council meeting on June 19th 2023 6.30pm at Butlers Pantry

Present: Councillors – Helen Leone(Chair), Barry Rooks(Parish Clerk), Jill Martin, Paul Warner, Mark Stephenson.

 

1. Apologies. Council accepted apologies from Cllr Bailey and Cllr Anderson.

 

2. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting. None made.

 

Local Lea resident relayed complaints from residents in Rose Gardens regarding sewage issues. During heavy rain sewage backs up into their homes. Rippons Homes have attended but have not fixed the problem and have yet to excavate the road to resolve the issue. Severn Trent has provided little assistance. Residents to email council directly containing permission to pursue on their behalf. Clerk to contact WLDC - Environmental Health. 

 

3. To approve the Minutes of the Meeting held on 15th May 2023. Council approved.

 

4. Cleaning of Gainsborough Rd bus shelter. Council members to clean and assess the work involved. Weds 21st 2pm.

 

5. Correspondence (William Colton re speed limit,  Information from Tillbridge Solar). 

LPC thanks Mr Colton for his efforts and persistence. 

LPC acknowledges receipt of Tillbridge Solar information.

 

6. Planning.Cllr Leone. No planning applications. Acis to begin work on trees adjacent to bungalows in Lea Park.

 

7. Lea Festival 2023 update. Cllr J. Martin shared the decisions that need to be made regarding security, parking and traffic management. Costs are to be obtained by the committee and relayed to the council. Awaiting outcome of two funding bids to cover festival costs.

8.1 Monthly report, year end figures. Council accepted reports, consolidation and end of year figures. Clerk to contact TSB regarding unnamed cash deposit.

8.2 AGAR to be accepted and approved by Council. Council accepted and signed AGAR. Internal audit report accepted by council. Clerk to submit AGAR to external auditor prior to July 1st and publish figures on Lea website.

8.3 S106. Deposit paid to playquest. Play park equipment on order. Clerk to itemise play park and woodland walk expenditure.

 

9. Lea Park.

9.1 Play Park development update. Equipment on order. Awaiting start date from Playquest. Groundworks to commence once this date is received.

9.2 Fencing. 

9.3 Linking footpath. Cllr Leone.Clerk to contact ALS regarding additional footpath groundworks.

9.4 Moving entrance to Lea Park using S106 monies - woodland walks. Cllr Leone

9.5 Goal posts and nets. Cllr Leone. Date being arranged for installation of second goal post. Chair to contact family for assistance, clerk and Cllrs to help.


 

Closed session: Cricket club. Cllr Martin to draft letter to cricket club regarding the portacabins.
