Meeting notes from council meeting on Mar 6th 2023 7pm at Butlers Pantry

Present: Councillors – Helen Leone(Chair), Graham Barber(Vice-Chair), Joyce Austin, Keith Austin, Barry Rooks(Parish Clerk), Jill Martin, Fiona Anderson, Paul Warner.

 

1. Apologies. Council accepted apologies from Cllr Bailey.

 

2. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting. None received

 

3. To approve the Minutes of the Meeting held on 16th January 2023. Minutes approved with amendments to pt3 regarding council resignation and vacancy.

 

4. Planning. Cllr J Austin

4.1 Willingham Road Development update. Clerk to contact B. Iredale regarding fencing for the path through the woods to the play park. Clerk to contact WLDC and Severn Trent for a response to recent letters from the council and the MP. Thanks relayed to MP Edward Leigh for contacting Severn Trent on our behalf.

4.2 Rippon Homes/S106 money update. Cllrs Leone & K Austin. Council continues to press for payment of the S106 money. WLDC aiding by contacting Rippon Homes directly.

4.3 Planning application 146287 11a Willingham Road, Lea DN21 5EN: Single storey rear extension addition of cladding and render and alterations to windows. Council proposed to respond with “No comments” Cllr J Austin to action.

4.4 Planning application 141680 13 Gainsborough Road Lea DN21 5H: Amended layout to that previously approved ref 136839 and 136840 being variation on condition 7 of listed building consent 140113 granted 29 November 2019 - additional internal door opening. Minor amendment to planning application No 140113. No response required from Council.

        

5. Lea Festival 2023 update. Cllrs G. Barber & J. Martin. Plan on schedule. Cllrs pleased with progress and how the community is pulling together to make it happen. Cllrs Anderson and Leone to attend festival meetings as representatives of the Parish Council. Minutes from Festival meetings are available on request.

6.4 Monthly report - for acceptance by Council. Council accepted report.

6.5 Internal audit. Dave Harford appointed by council for 2022/23.

 

7. Lea Park.

7.1 Maintenance work schedule. Cllr J Austin to provide schedule of work needed.

7.2 Play Park: schedule of work, update on quotes. Cllrs Andersons & Austin. Awaiting payment of S106 money from Rippon Homes. Cllrs to produce list of works and timeline. Clerk to obtain quotes for Heras fencing. Price per panel for 3 weeks.

7.3 Car park planning application. Cllr J Austin. Council agreed to put on hold until new playpark is complete.

7.4 Cavendish Drive green area entrance, clearing & tidying on 26th March at 10:00. Advertised in Lea Life, all welcome to help.

 

8. Election process. Cllr Leone. Clerk to collect green application forms and submit to WLDC.

 

9. Year 5, 6 plan. Cllr Leone to rework to reflect new council for new 4 year period.

 

10. Pop Up Pantry. Cllrs Leone, Anderson, Martin. Dates: 16/4, 21/5, 25/6, 30/7, 9/9, 15/10, 5/11, 10/12.

 

11. Litter Pick 1st April 2023. Cllr Barber. 10am at Butler’s Pantry, bring your own gloves, all other equipment provided.

 

12. Digital mapping. Cllr Martin. Council agreed to put on hold due to lack of resources to manage.

 

13. Public correspondence: letter regarding solar farms. Clerk to respond highlighting council position from minutes A52 2nd Aug 2022.
