Minutes from council meeting on Jan 16th 2023 7pm at Butlers Pantry
Present: Councillors – Graham Barber(Vice-Chair), Joyce Austin, Keith Austin, Barry Rooks(Parish Clerk), Jill Martin, Emma Bailey, Fiona Anderson.
1. Apologies. Council accepted apologies from Cllrs Leone & Warner.
2. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation. Members may make any declarations at this point but may also make them at any point during the meeting. None received.
3. To approve the Minutes of the Meeting held on 21st November 2022. Minutes approved with no amendments. Cllr Paul Wimhurst has stepped down creating a vacancy on the parish council.
4. Planning. Cllr J Austin
4.1 Willingham Road Development update: Letter to MP, WLDC, Severn Trent. Council approved letter to be sent to Severn Trent. Cllr K Austin to draft letters to WLDC & MP.
4.2 S106 money. Monies still not received - Clerk to contact.
4.3 Ratification of LPC response to Consultation of Potential Mineral Sites. Council ratified response.
5. Lea Festival 2023 update. Cllrs G. Barber & J. Martin. Cllr Martin updated on progress and bookings. Next planning meeting 25th Jan 6.30pm at Butlers Pantry. Date of event: 9th Sept 2023 12pm-9pm.

6.4 Monthly report - for acceptance by Council. Council accepted report.
6.5 Internal audit. Clerk to continue gathering options for internal auditor.
6.6 Council to set final precept for submission. Council agreed £22,000 precept for 2023/24. Clerk to submit to WLDC.
OTHER: Council agreed Tivoli village grass cutting contract for 2023.
7. Lea Park.
7.1 Maintenance update. Cllr J Austin updated on progress. Council delayed the acceptance of the fence quote until after a site meeting to determine the fence line and final decision on playground layout of new equipment.
7.2 Play Park tenders. Clerk. Council agreed to accept the Playquest tender for the new play park. Commencement of work to be discussed upon arrival of S106 money. Clerk to contact Playquest.
8. Butlers Pantry. Cllr Leone. Architect providing timetable of work needed, including structural survey.
