Minutes from council meeting on 9th May 2022 7pm at Butlers Pantry
Present: Councillors – Keith Austin(Chair), Helen Leone(Vice-Chair), Joyce Austin, Fiona Anderson, Barry Rooks(Parish Clerk), Graham Barber

To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation. Members may make any declarations at this point but may also make them at any point during the meeting. None received.

To approve the Minutes of the Meeting held on 11th April 2022. Approved by Council.

Council appointments.
4.1 Resignation and Election of Chair and Vice-Chair. Council noted the resignations of Chair and Vice-chair. Nominations for the posts of Chair and Vice Chair were made. Cllr Leone voted in as the new Chair and Cllr Barber voted in as the Vice-Chair.
Council thanked the retiring Chair, Cllr K Austin, for his tireless work throughout his tenure.
4.2 Councillors to sign the Declaration of Acceptance of Office. New Chair and Vice-Chair signed declarations.
4.3 Appointment of Councillors (3no.) to Personnel Committee. Cllrs Anderson, K. Austin & Bailey appointed.
4.4 Other appointments/leads for specific Council business; Butler’s Pantry maintenance, Lea Park maintenance/Tree Management Plan, Planning, Parish engagement/communication. Council discussed and the majority of roles were appointed. Work to allocate roles to continue. Outline of Lead Responsibilities, circulated by Cllr K Austin, accepted.

Governance Documents.
5.1 Standing Orders and Financial Regulations (reviewed and agreed at A49 - refer minute item 9) Formal adoption. Council confirmed acceptance of 5.1 and 5.2.
5.2 Code of Conduct - confirm adoption at A50 - refer to minute item 9.
5.3 Asset Register - review and adopt. Council to give feedback to the Clerk with proposed updates to the register.

Planning: Cllr J Austin
6.1 Willingham Road development - update. Cllr J Austin to contact chairman of WLDC planning committee and Chief Executive of WLDC regarding sewage issues.
6.2 Planning Application 144510 93 Gainsborough Road DN21 5JJ. Planning application for single storey front, side and rear extensions. Granted. Noted by Council.
6.3 S106: Council agreed to amendment to S106 agreement.

Annual Parish Meeting/Village Projects - update: Councillors Leone and Austin K. Meeting agenda agreed, to be circulated by Cllr Leone. Clerk to post on website and noticeboards. Village project leads to be appointed at next meeting.

Butlers Pantry update: Cllr Warner. Report given by Cllr Anderson: Fans fitted and extra electrical work completed in the kitchen. Council thanks Steve Leone for painting the windows & Simon Anderson for laying the new carpet in the entrance and both for their help and support at the Pop Up Pantry events.

Clerk’s report.
10.1 New goal posts for U11s - purchase (Clerk) and siting (Councillor Leone). Goalposts on order. One set to be sited on an agreed position at the edge of the cricket pitch.
10.2 Council Insurance - quotes. Council discussed and agreed to the renewal subject to certain amendments being made. Clerk to action.

Lea Park - Tree Management Plan, summary of recent Survey and actions required: Councillor J Austin. Full report from Steve Vessey not yet received., Cllr J. Austin to circulate when received and propose future actions.

Digital Mapping - Re-appraisal of Parish Online product: Councillor Wimhurst. Deferred to the next meeting.

Village Jubilee event update: Cllr Barber updated plans for the event. Clerk to conduct risk assessment once individual groups/activities insurances and risk assessments have been received. No electricity to be taken from Butler’s Pantry. Sufficient funds have been raised from the Pop Up Pantry to pay for bookmarks for Lea children.
