Minutes from council meeting on 2nd Aug 2022 7pm at Butlers Pantry

Present: Councillors – Helen Leone(Chair), Graham Barber(Vice-Chair), Joyce Austin, Keith Austin, Fiona Anderson, Barry Rooks(Parish Clerk), Emma Bailey

  1. Apologies. Cllrs Warner & Wimhurst.  Accepted by Council.

 

  1. To receive declarations of interest in accordance with the Localism Act 2011 and to receive any applications for Dispensation.  Members may make any declarations at this point but may also make them at any point during the meeting. None received.

 

  1. To approve the Minutes of the Meeting held on 9th May 2022. Approved by Council.

 

  1. Community Pub. Cllr Morphet from Knaith PC asked LPC to consider partnering with Knaith to survey Lea residents' views on a potential community pub in Knaith.  LPC to discuss. 

 

  1. Gate Burton Solar Farm. Cllr Breeze, Knaith PC, informed LPC regarding recent meetings discussing the extent of the proposed Solar Farms.  Potential for 7000 acres of panels.  Council have not been asked to comment and as the proposals fall outside the parish boundary, LPC resolved to make no formal comment, allowing individuals to make their own representations. 

 

      6. Planning. Cllr J Austin

6.1 Application NO: 144857.  Location: Land at Foxby Lane Gainsborough DN21 1PP

Proposal: Application for approval of reserved matters considering appearance, landscaping, layout and scale following outline planning permission 138291 granted 29 August 2019 - erection of Local Centre/shop.  No comments. Ratified by Council.

6.2 Willingham Road Development update - K Austin. There is still no satisfactory response directly from Severn Trent Water or through the Local Planning Authority 

regarding the upgrading of Lea Pumping Station prior to the occupation of dwellings.   Council resolved to make one further and final attempt to pursue this matter. If no positive information is received LPC resolved to inform the local media.

6.3 Planning application 144993 for side extension High Place 3a Willingham Road Lea DN215EH. Council to ratify the response already submitted. Council ratified comments previously submitted. This application has been granted. Noted by Council. 

6.4 145195 The Lindens 1 Willingham Road Lea DN21 5EH. Planning application for extension to existing garage - resubmission of  142375. This application had only just been received. Councillor J Austin to consider against Lea Neighbourhood Plan and advise Council. 

 

      7. Lea Park

7.1 Outcome from recent tree survey. Cllr J Austin.  Tree survey has been sent to Councillors and thinning licence application is being processed.

7.2 Ongoing maintenance and issues. Cllr Austin.  Following the replacement of six fence posts a further three rotted posts should be replaced to complete the stability of roadside fence.

 

8. Green Spaces Update on work needed and dates for working parties. Cllr Leone (in absence of Cllr Warner). Carried forward to the next meeting.     

 

9.  Butlers Pantry update: works, security, repair of doors. Cllr Leone (in absence of Cllr Warner) : Quotes   received for new doors, Clerk to contact insurers. Cllr Leone to purchase door locks. Clerk to obtain quotes for security lighting.

 

10. Annual village meeting review - next steps. Cllr Leone. 

 

11. Village Jubilee event.

11.1 General update. Cllr Barber. Good feedback from the public. 600+ people in attendance.  Successful event.  LPC thanks Cllr Barber and the community team for all their hard work. 

11.2 Financial statement. Cllr Barber. Surplus to be ring fenced for future community events.

11.3 Village event 2023 - initial thoughts. Cllr Barber. Provisional date set for community event Sept 10th 2023.

 

12. Clerk’s report.

12.1 Goalposts update. Original nets were stolen, new nets in place.  LPC to consider options for permanent nets.

12.2 BP proposal.  LPC discussed proposal from resident for future use of BP.  Clerk to pursue funding stream to develop BP including toilets, french doors, kitchen expansion, additional parking.

14. Pop Up Pantry - the future. To be discussed at next meeting.  Next pop-up Sun 28th Aug, 2pm.
