Council Minutes meeting held 9th November 2020 1900hrs – Zoom conference meeting due to coronavirus/Covid 19 restrictions

3 To approve the Minutes of the Meeting held 28th September 2020

Passed by resolution of the council; Chairman signed the Minutes on behalf of Council.


4 Finance – Reconciliation of Accounts 10th September 2020 to 25th October


Reconciliation explanation given by Clerk; Accounts and Bank statements verified by Cllr Warner

Council agreed the Accounts by Resolution – Chairman signed accounts on behalf of Council


4.1 Section 137 Request Rev Wain, St Helens Church for donation to support annual running costs of Church Clock

Council supports the request, to comply with public scrutiny, Council to have sight of the final maintenance invoice and request sight of church finances to decide appropriate donation.

4.2 Preliminary Summary of Precept Spending 2021/22

Council discussed the planned expenditure for the year 2021/22 and a provisional precept of £19,500 was agreed. Council will confirm the final amount in the meeting planned for December 2020

Lea Park - Play Area

5.1 Wicksteed & Playhouse Doncaster

Council noted the Wicksteed costed submission and the Playhouse planned submission due at the end of November, Council agreed that both submissions act as a starting point for the planned refurbishment of the children’s play area.

Action Clerk to email Council on receiving Playhouse submission


5.2 Access to Lea Park – Report back site meeting Clerk gave an update on Tivoli recommendations for access to the park area near Butler’s Pantry. Council noted the recommendation and agreed to gain further advice from other providers

Action Clerk to seek other providers and gain quotes for the work


5.3  Play Area Inspection Report

Council agreed by resolution a remedial plan to complete recommended work identified in the report

Action Council to progress Remedial work as planned


6 Parish Council Website

Full update given by Cllr Anderson, Council noted the report and commended both Cllr Leone and Anderson for the work already completed and further work needed to take the website live. Regular viewing and feedback from councillors and clerk are required as content and format work progresses

A Email from Cllr R Butroid Highway issues – Further investigation by LCC highways is ongoing - Noted by Council

B Lea Support Group Vulnerable Residents – Agreed to monitor residents needs and action help if required.   Action Clerk


8 Planning – Report by Cllr J Austin


9.1 Application and Proposals of Street Names Willingham Road Development – As most are already in use in DN21 Council could not support the names put forward by the developer and will offer alternative street names which were agreed by resolution of the Council. Action Clerk to submit proposals to WLDC Planning and Rippon Homes


9.2 Application No 141713 Erect Bungalow at 15a Lansdall Ave Lea DN21 5JL

Comments as agreed by email communication of Council and submitted to WLDC Planning, was Ratified by Resolution of the Council.
